Thats what happens when you make medics take care of the drunks.

The medics appear to not be very concerned about him doing anything other than being silly, also I notice he is strapped down in a way that would keep him from falling, but not from moving. His movements, while wild and exaggerated, are very sharp, not sluggish and his attention jumps quickly from one thing to another, reacting differently to each point of stimulation.

In short, he's not drunk, he's mentally handicapped.
